Login using PAN number
Enter email id for communication
select the appropriate reservation category

Now, click on "Generate Certificate" or "Email certificate" button
Download and take a printout of the generated certificate
get sign and stamped from concerned offices
upload this duly signed - stamped certificate while doing registration in application

No, you cannot use a domicile without a barcode for registration. You must need to visit the CSC centre or Maha e-seva Kendra to generate a new domicile certificate. Only a Domicile certificate with a barcode issued by the Aaplesarkar website is accepted during the registration process. 
If you do not have a Domicile certificate with Barcode then you need to apply for Domicile to Tahsildar office.

Applicants who apply under the Journalist category must download the certificate format from the ‘Certificate Generation’ option available under the ‘Menu’ option on the top left of the website. Further, you may need to enter your PAN and click Submit. On the top of the screen, multiple categories populate to select from and select journalist. Enter the name of the full name of the applicant, Designation and Name of Organization and click on Submit. Then click on Generate Certificate and download the same. Post downloading approach MHADA PRO Department with a copy of the certificate and documents mentioned below: 

a. Minimum 5 years of Experience Letter in Journalism or a copy of a self-attested Appointment Letter from the organization where the applicant is working.
b. Self-attested Income proof for the income gained via Journalism for the period mentioned in the booklet. (Salary Slips, Salary Certificates, Bank statements or copies of a passbook that reflects the salary credit, freelancer journalist remuneration receipt or documents supporting the same.)
c. Recommendation letter from editor of the applicant’s current newspaper or news channel.
d. Ten cutouts of news or articles, published by line or credit line under the applicant’s name which are published within the duration as mentioned in the booklet OR video clip of news report broadcasted under individual name to be submitted in a CD/DVD/Pen Drive.
e. ID Card issued by the current organization.
f. Self-Declaration g. Document ing that newspaper/news agency is approved by DGIPR department, Maharashtra.

There are multiple scenarios of refund:
i. If you are not winner you will get your EMD amount refunded.
ii. If you are winner and before issuing of Final POL you surrender the tenement then also you will get your EMD amount refunded.
iii. If you are winner and after receiving of POL letter , due to any reason you surrender tenement 10 % of the EMD amount get deducted and remaining EMD amount will get refund to you.

i. If you surrender the tenement before issuing of Final POL then also you will get your EMD amount refunded.
ii. If you surrender the tenement after receiving of POL letter due to any reason tenement, 10 % of the EMD amount get deducted and remaining EMD amount will get refund to you.

You are get eligible if any one from the winner get ineligible and its depend on the priority number you have in waitlist. Eg.
a. If your waitlist Priority number is 1 and any 1 winner get ineligible or surrender the tenement then you are selected as winner.
